Overview of the Environment
What is the environment?
According to the Environmental Protection Law 2020, the environment includes natural and man-made material elements that are closely related to each other, surrounding humans, and impacting human life, the economy, society, the existence, and development of humans, organisms, and nature. Environmental components are the material elements that make up the environment, including land, water, air, organisms, sound, light, and other forms of matter.
Functions and Roles of the Environment
The environment encompasses all factors surrounding humans and serves as the foundation for human life and development. Therefore, the environment plays a crucial role in human life:
- The environment is the living space for humans and organisms, and it is where waste created by humans during life and production activities is stored.
- The environment provides essential resources for human life and production: forests, land, seas, minerals, solar energy, air, etc.
- The environment stores and provides information: the history of human and object formation and evolution, genetic resources, culture, religion, etc.
- The environment also protects humans from harmful factors, such as the ozone layer, which absorbs and reflects ultraviolet rays from the sun.
Responsibilities of Individuals and Organizations in Environmental Protection
The environment is extremely important to human life. Thus, each organization and individual must take responsibility for protecting this living environment. Environmental protection activities include preventing and reducing negative environmental impacts; responding to environmental incidents; addressing pollution and degradation; improving environmental quality; and using natural resources, biodiversity, and adapting to climate change in a reasonable way. Every action, big or small, contributes to the common responsibility of all humanity:
- Businesses and production facilities are responsible for collecting, treating wastewater, waste, and emissions according to regulations during their activities.
- Reducing the use of plastic bags in daily life and prioritizing recycled, environmentally friendly products.
- Saving water, electricity, and paper during usage.
- Prioritizing the use of clean energy sources: solar energy, wind energy, etc.
- Planting and taking care of trees.
Current Environmental Regulations in Vietnam
Recognizing the importance of the environment to life and the responsibility of individuals and organizations in environmental protection, our government has issued many legal documents on this issue. Some notable documents include:
- Law No. 72/2020/QH14 on Environmental Protection, which regulates environmental protection activities, the rights, duties, and responsibilities of agencies, organizations, communities, households, and individuals in environmental protection activities.
- Decree 08/2022/ND-CP, detailing some articles of the Environmental Protection Law.
- Decree 45/2022/ND-CP on administrative penalties in the environmental protection field.
- Circular 02/2022/TT-BTNMT detailing the implementation of some articles of the Environmental Protection Law.
- Decree 53/2020/ND-CP on environmental protection fees for wastewater.
- Decree 164/2016/ND-CP on environmental protection fees for mineral extraction.
- Decree 155/2016/ND-CP on administrative penalties in the environmental protection field.
- 14 sets of Vietnamese standards and regulations on wastewater.
- 10 sets of Vietnamese standards on air, emissions, and noise.
- 7 sets of Vietnamese standards on pollution limits in sludge, soil, and hazardous waste.
- 6 sets of standards on water quality.
- 6 national technical regulations on the environment for scrap used as production materials.
